Bug Description

At least once the keystone-saml-mellon redirects test has failed [1] mysteriously even when the deployment looks good.

I was unable to re-create this locally. It may be a race condition.

Determine if more can be done to make the test more robust. Add logging to make clearer where the failure occurs.
