Bug Description
We had an operational issue with a server that was decommissioned but its IP address was left in the DNS tables. This caused keystone to fail some percentage of the time.
It would be a nice recovery feature to retry some set number for times and log the failed server. As it is failures are random and hard to detect root cause.
