sunbeam-charms CI test failure with keystone-ldap-k8s

The tests misc in sunbeam-charms failed twice while zaza configures the tests.

Couple of builds where func-test-misc is failed:

In both the cases, the keystone container has pebble check failures.
However interestingly /v3 responds with 200 during pebble check failures.

Note: These errors are not observed in func-test-core where keystone and other core charms are deployed.
