Bug Description

ServiceSettings.EnableBotAccountCreation=true
ServiceSettings.DisableBotsWhenOwnerIsDeactivated=true

The second might be better a separate setting, or perhaps included in use_canonical_settings.

Actually I think we don't want to enable DisableBotsWhenOwnerIsDeactivated. All our bots will be created by sysadmins, and so if someone leaves the company any bots they created will be disabled.
