Bug Description
In order to integrate with the COS we need to:
* turn linting failures into metrics (proposal: number of failures per log level)
* log linting failures and feed them to loki
* offer a dashboard showing the number of current linting failures next to a panel offering the ability to drill into logs and see what the failures are actually about
