functional tests broken due to blocked charm state

Bug Description
Due to the latest merge [0], it appears that running the functional tests will hang, as the juju-lint unit goes into a Blocked state with message: "Set model connection config values". This is likely due the aforementioned commit, as it now sets this status if the required config values have not been set.
This new state needs to be accounted for when performing functional tests.
