allow configuration of deploy_logs_collect

It's very hard to debug bare metal deployments which claim to be successful but you can't log into them. Having logs would help, but the configuration option for that (deploy_logs_collect) isn't configurable via Juju. Please make it so.

    Add deploy_logs_collect config option

    This patch includes options to configure the deployment logs collection
    behaviour. Config options can be used to store logs on local filesystem
    as well as on swift container. Local path and swift conainer name are
    also configurable.
