Bug Description
In a new cloud (Stein), under normal operation whilst creating and deleting loadbalancer components in openstack, we observed database connections count easily exceeding the charms default value max-connections (600), resulting in unreachable openstack services.
We propose to set the default to some number higher than 2000.

It's possible to configure this on a cloud basis using the max-connections config item. Therefore, marking this as low. However, it's a very easy default to change.
