Bug Description
MAAS being healthy is a precondition for starting an upgrade.
MAAS 3.x has native COS integration capabilities, but that doesn't help installations that need to move to 3.x.
We should create a legacy nrpe check that performs a basic health check. We can use suggestions from post as base: https:/
