Parseing errors often self resolve can hw-heath resubmit parse request instead of immediatly reproting error

We often get these errors.
   _ UNKNOWN: ipmi_sel_parse: internal IPMI error

However over time they do self resolve (often in less then 1-2 minutes)
This is most likely a race condition perhaps a partially written file is being parsed causing the error.

Can we instead retry parsing after a short delay to avoid these noisy alerts?
