Add detection of filesystems becoming inaccessible

Bug Description

This bug is similar to LP#1850669

As in the above bug, hw-health charm may not be the optimal project to file this bug against.

It would be useful to alert when a filesystem is no longer readable/accessible.

For example, an NFS mount that is no longer accessible.

A simple check like an "ls" that takes more than a few seconds to return, should raise an alert.
