Very large show-sel output causes run-action to return failed message

hw-health was deployed onto a unit that's been around for a while. The sel log was so large, that it caused 'action-set' in the action to fail.

Error Message: '[Errno 7] Argument list too long: ''action-set'''

The clear actually worked, but because it's trying to set the result with such a large payload, it fails.

Possible solution: Without looking too much into the code and underlying constraints of juju, there's apparently a better method for setting this data, as there's Deprecation warnings with 'action-set'. 'function_set' is said to be the replacement, which may deal with large payloads.
