Bug Description

On a trusty cloud the charm fails to detect that the snap service is running and will bail out of the config-changed hook.

Manually commenting out in file reactive/prometheus-ceph-exporter.py the if statements in function configure_exporter(ceph_client) (and making manually sure the service is running) solved this issue.

The respective check is made by by charmhelpers.core.host.service_running(), believe it should be fixed there
