Bug Description

In order to make charm-neutron-api work with Cisco ACI, in an ACI-backed network environment, several fixes forked on 18.05 need to be ported to the master branch.

The 18.05 diff is:
https://github.com/openstack/charm-neutron-api/compare/stable/18.05...CanonicalBootStack:noiro/aci/18.05

Changes required affect two software bundles: charm-helpers and charm-neutron-api
