apache2 is not reloaded when updating SSL certificate

Bug Description
It looks like apache2 is not reloaded when updating SSL certificate. This results in API errors, if the hostname in the certificate changes:
$ openstack zone list
Failed to contact the endpoint at https:/
SSL exception connecting to https:/
The workaround is to log into designate units and reload apache2 manually.
Attaching log files from all units (the change was done around 11:30 UTC).
