Bug Description

If you install snapd under trusty, systemd is pulled in. This is enough to make charmhelpers.core.host.init_is_systemd() to think the init system is systemd (it isn't), and everything that relies on that then fails.

charmhelpers.core.host.init_is_systemd() needs to detect the init system better.
