hanode-relation-changed hook fails and shuts down

While deploying ha-cluster alongside vault in a Kubernetes deployment
one follower hacluster-vault unit failed during the hanode-relation-changed hook failed, the juju logs for hacluster-vault_0

2021-02-10 16:28:00 ERROR juju.worker.uniter.context context.go:1146 cannot apply changes: connection is shut down
2021-02-10 16:28:00 ERROR juju.worker.uniter.operation runhook.go:136 hook "hanode-relation-changed" (via explicit, bespoke hook script) failed: cannot apply changes: connection is shut down

syslog and the journal both seem in order.
