stonith action should be configurable, or default to power off

Bug Description

Currently, the STONITH action will reboot a server which is for some reason marked broken - I believe the default should be to power it off, but should be configurable via juju

This makes sense to me, so we need to expose the stonith-action configuration option via charm config. I think the maas stonith plugin should also be updated to mark a node as broken in maas (with a comment if possible) if a node shutdown is requested.
