Bug Description
If the principle updates a resource parameter of an already configured resource hacluster ignores it.
Many of the Openstack charms expose a vip parameter. If this is changed on an already deployed cluster then the principle openstack charm advertises the new vip but hacluster never configures it and remains listening on the previously configured vip. Any service that has its vip updated becomes unreachable by the charms related to it.
