Bug Description

Clusters without stonith enabled and more than 2 nodes without quorum policy are becoming a
common standard in several deployments using our charms.
There are several scenarios on that the lack of stonith support and fencing could lead
into split-brain after a loss of quorum.
Current hacluster charms exposes a IPMI primitive that is not suitable for all
the cases and we need to implement a primitive that works on most of the cases, using
libvirt directly or stonith ssh.
