Bug Description

During a graylog deployment on openstack graylog goes to error state - hook failed: "website-relation-changed"

In the log

unit-graylog-0: 07:00:38 INFO unit.graylog/0.juju-log website:7: REST API is not up
unit-graylog-0: 07:00:38 INFO unit.graylog/0.juju-log website:7: Invoking reactive handler: reactive/graylog.py:751:configure_elasticsearch

It may be duplicate of https://bugs.launchpad.net/charm-graylog/+bug/1970964 but I am not 100% sure
