Bug Description

check_graylog_health will alert if there are notifications available. Currently, there is a need to log in via the web UI, review the standing notifications and clear them manually.

It would be helpful if a couple of actions could be implemented to list the standing notifications (and details) and clear them (all, I don't think there is a need for granular removal).

Screenshot of the web UI notifications is attached.

Seeing exactly the same behaviour in my current deployment. All graylog units alert "CRITICAL: Outstanding notifications: 1". Graylog charm should either avoid producing these notifications at deployment time, or allow clearing them as suggested in the comment #1.

In my case the outstanding notification was about the deflector alias: https://bugs.launchpad.net/charm-graylog/+bug/1875907
