Bug Description
When removing a graylog application it appears the nagios user setup for the nrpe check is left behind in mongo. Upon redeploy this leads to an authentication failure when setting up the nrpe check. After manual removal and re-running eg. the config-changed hook setting up the nagios user and token succeeds again.
The charm should probably clean up when it's being torn down.

We can't assume that tear-down happens gracefully, this should be handled by the process that creates/checks the nagios user in the mongodb currently and possibly resets the password.
Also, care should be taken to ensure this fix is compatible with multiple graylog nodes joining a cluster.
