Grafana isn't restarted upon certificate or key change

Bug Description
juju config grafana ssl_cert=
does not trigger a restart of grafana, causing it to continue serving the old certificate (same story for ssl_key).
The issue lies in the restart_grafana function, which watches for changes in the grafana INI file, but the INI contains the *paths* to the certificate and key, hence it does not change.
