https over the website relation is not supported

In the development branch the grafana charm recently grow support for TLS when related to vault/easyrsa (see bug 1872682), at the moment the fact that the grafana dashboard is using https is not being exposed through the website relation which uses the http layer[0] and it's a known issue that it doesn't provide a method to expose the protocol[1]

The impact of this is that environments that relate grafana to a charm via the http interface[2] (e.g. haproxy) and enable TLS on grafana will break.
