install_method should default to snap

Bug Description
In preference to using a 3rd party repo as the source for the Grafana packages, the charm should default to using the snap as an install_method.
Additionally:
* snap_channel defaults to 7/stable which is no longer current, we should default to 21.04/stable or whichever the current release is.
* We must support changing the default from apt to snap without causing trouble for folks using the defaults - i.e. if there's already a package installed, ensure that we do not attempt to reinstall or change the installation method.
