grafana dashboards relation doesn't pick up dashboard change

Bug Description

dashboards relation only handles 'dashboards-relation-joined' hooks, when the 'dashboard' field in relation was changed, grafana doesn't import it.

If the peer of the relation set 'dashboard' filed via its 'dashboards-relation-joined' hook at charm, grafana can not get the 'dashboard' filed data in its own 'dashboards-relation-joined' hook

Needs to add 'dashboards-relation-changed' hook.
