no unit tests and make test will trigger func test

Bug Description
The `unit_tests` dir for this charm is empty.
And `make test` will actually run functional test, which is not consistent with other charms(functional test should be triggered by make func/functional).
This bug is created to track this issue.

unit tests now exist and make test should run lint, unittest and functest per all llama-charmers charms.
