openstack dashboard doesn't show up until ext_net has live traffic flowing

Bug Description

It appears that promethus-openstack-exporter doesn't provide the "ext_net" metrics until traffic flows through to the public internet on the configured "ext_net" or a fip. It would be handy for grafana to render the dash without ext_net if there is no data for it, and then on next update-status when there is ext_net data, re-render the template with ext_net graph included.

This header is actually incorrect. the root of the issue seems to be that the query for list of metrics in prometheus is missing the ext_net metrics, though the graphs work if you skip the check.

Suggest adding config['external_network'] to ignore_metrics list to solve.
