Bug Description
The charm assumes that anonymous users should be assigned to the "Main Org.", which may not exist. When that is case, the login form is presented. The charm should expose auth.anonymous.

Exposing that config also implies we need to ensure the org exist.
To make the logic simple, can we just ensure Main Org exists?
As I known, there are also other functions assume the Main org exist in charm.
