After the deployment of an OpenStack cloud, gnocchi is showing a nice all-green status.

One of the OpenStack nodes needed to be replaced. It was removed from the juju model and added back.
The gnocchi was also added back to it as a LXD.

The deployed gnocchi unit is showing the following status after its deployment:

There are known gaps in scaling back / scaling down OpenStack Charms.

The relation-departed Juju primitive is essentialy NotImplemented across all of OpenStack Charms. That needs to be addressed on the higher level, as a concerted effort across the lot of charms.

We are tracking this type of issue with LP tag: "scaleback" in order to get a hitlist of items to start with, and so that we can identify any common themes or areas where we should focus first.

I would suspect some sort of internal state mismatch generated by records from the old ghost unit conflicting with those of the new unit - however there is not sufficient information to determine that from this information provided in this bug report.
