db_load_metadefs is not executed after deployment

Bug Description
Hello,
The glance charm isn't running `glance-manage db_load_metadefs`. I have to login on the container it self and run that command with sudo to have all the metadata options available when creating an image.
Would be nice if this could be done automatically, or using a config option.

I agree that should be the last action by the charm ending installation, in the meantime I use:
juju ssh glance/leader -C "sudo glance-manage db_load_metadefs"
