Bug Description

Specific use case I'm trying to address: I have a Landscape private repository I'm trying to set up with an NFS share mounted to /var/lib/landscape/landscape-repository. If this charm ends up in a race with the landscape-server charm, it may create the /var/lib/landscape directory (implicitly owned by root:root) before Landscape can be installed and can set up /var/lib/landscape itself, owned by landscape:landscape.
