Bug Description
It was discovered during functional testing that during a scale-out from 1 to 3 elasticsearch units, that the charm enters state "active"/"Ready" well before the cluster health has settled. The ultimate 'green' status when properly clustered is "active"/"Unit is ready".
This status difference should be made more plain for operators of the application, potentially setting "blocked"/"Elastic search cluster is still initializing indexes across the cluster" or similar status.
