Please allow for configuring managed_resource_tenant_id

Presently, the Designate charm does not appear to provide a way to set managed_resource_tenant_id, nor do I see an alternative "extra flags" type of configuration for adding it in by hand.

Can something be added to allow configuration of this?

Reason: We recently had to manually correct the project ID of a zone in designate as it was defaulted to 00000000-0000-0000-0000-000000000000, and this seemed to cause issues.

We've manually worked around this by manually updating the project ID on the zones in question.

    Allow set managed_resource_tenant_id.

    With this patch will allow to set the configuartion parameter
    managed_resource_tenant_id that is required on some setups.
