Configure OpenStack in charm-deployment-guide missing env

If an administrator has been following the entire Charmed Openstack install guide, they need to set OS_AUTH_PROTOCOL to https, and OS_CACERT to the path of the root CA cert from vault (this can be obtained with the command 'juju run-action vault/leader --wait get-root-ca').

Otherwise, the subsequent command 'openstack endpoint list --interface admin' will fail.
