Guide does not show how to get a recent OpenStack version

The way the guide is currently written is that it will provide Queens, the default OpenStack release for Bionic, which does not use a separate Placement service.

But thanks for bringing this up because it was forgotten to update the guide to show how to get a more recent OpenStack out of the box. This is important and will be worked on now.
