rbd-features aren't set

The config uses the key default-rbd-features (https://github.com/openstack/charm-ceph-mon/blob/f1b925aa5915abb0ff56d130fadc0c63d3a2c1e4/config.yaml#L199) but the code expects rbd-features (https://github.com/openstack/charm-ceph-mon/blob/f1b925aa5915abb0ff56d130fadc0c63d3a2c1e4/hooks/ceph_hooks.py#L499), leading to use never using the config value

FYI - This feature was added in change https://review.openstack.org/#/c/481663/ which hasn't yet landed in the stable charms.

That change added no tests. This feature needs accompanying test coverage.
