allow enabling swift multitenancy

Multi-tenancy has been supported in the rados gateway since Jewel but we do not allow enabling it via the charm. We should.

Of course we will need to be careful since it was not enabled in rgw by default due to back-compat issues but for new deployments I see no reason why they would not want this.

    Enable Ceph Radosgw tenant namespacing

    This change enabled automatic tenant namespacing,
    which also allows enabling global read permissions
    on buckets.
