apparmor profile is not reloaded on change

Bug Description
As far as I can see this charm has no provision for reloading the shipped apparmor profiles when they change (e.g. on charm upgrade). If I'm not missing something, and apologies if I am, the only way the updated profile will be applied is either a) on reboot or b) if the operator disables and then re-enables apparmor profile enforcement.
Ideally the charm would use 'apparmor_parser -r' to reload the profile when it changes.
