Bug Description
When action 'osd-out' is applied to a unit the unit agent should report this fact back to the controller so that the output to the `juju status` command exposes the applied action.
Current result:
ceph-osd/0* active idle 0 54.204.93.140 Unit is ready (2 OSD)
Desired result:
ceph-osd/0* active idle 0 54.204.93.140 Removed (2 OSD). Use 'osd-in' action to resume normal service.
