Bug Description

Using this bundle:

https://github.com/openstack-charmers/openstack-on-lxd/blob/master/bundle-bionic-queens.yaml

on an arm64 machine, fails with:

ffffa8e5a010 -1 bluestore(/srv/osd/block) _read_bdev_label failed to open /srv/osd/block: (2) No such file or directory

setting ceph-osd config option bluestore=false allows the charm hooks to run successfully.
