When deploying jammy-antelope for the charm-manila-ganesha tests, one of the ceph-fs units gets blocked with "Services not running that should be: ceph-mds@juju-fcaa1b-zaza-195ffea177de-12".

This change to charm-manila-ganesha is hitting this:
