Bug Description

Now that charm ceph-radosgw supports multisite configuration, it would be nice if charmed ceph could support a different cluster name from the default "ceph".

Overriding the default cluster name is especially useful when you are working with multiple clusters and you need to clearly understand which cluster your are working with.

This require for charging default config conf `/etc/ceph/ceph.conf` to `/etc/ceph/${cluster-name}.conf` and updating all the `ceph` commands to have "--cluster ${cluster-name}" option

`--cluster` This option is present purely for backward compatibility and need not be accommodated by new tools and deployments.
