Bug Description
The osd-relation-
However in a busy deployment with many units of ceph-osd (in ours > 100) this is somewhat inefficient and only really needs to be done if deferred hook executions where made, and then only once - as subsequent hook ops will have already created the required state in ceph.

I believe this is still an issue, marking as low importance as I don't think it results in direct breakage though
