ceph mon fails to bootstrap - cosmic (mimc) and disco on arm64

ceph version 13.2.4 (b10be4d44915a4d78a8e06aa31919e74927b142e) mimic (stable)

- ubuntu cosmic

- arm64

Fails due to crc error (debug enabled)

ubuntu bionic has the same version of ceph-mon, and works on arm64

I suspect this may be an upstream Ceph bug, but will need to do some work to confirm

Confirmed successful testing on arm64 at eoan/nautilus.
