Bug Description
2 usecases:
1. Ceph cluster is deployed with more than minimal amount of OSDs. The operator removes the unit of ceph-osd, which removes the service and the machine, but the cluster keeps showing the OSDs and the host in the "ceph osd tree" output, where the OSDs are in the "down" state.
2. OSD node goes does and will be removed from the cluster, while the juju agents are not available on it anymore. The operator should be able to remove the unit of the OSDs and remove the OSDs themselves from the cluster via the ceph-mon action.
