tox -e py3 fails with ops>=1.5.3

Bug Description

This is 100% reproducible as of right now when just cloning the repo, and run tox.
It seems this is happening after ops v1.5.3, so after setting ops to pin to 1.5.2, then the tox testing will pass.

    Pin operator library

    The operator 1.5.3 testing harness doesn't work with this charms
    tests; pinning operator until we have a proper fix.
