If the specified namespace does not exist the charm should be in blocked state

Bug Description
When we specify the namespace for the charm
in the description we see:
'The admin is responsible for creating the namespace.'
Yet when we set it can only be revealed in the debug-log.
It would be better if we put the charm in the blocked state and inform by message that space should be created.
Actually I do not see reason why it cannot be autocreated.
