Charm sets incorrect auth_url

Bug Description

Ceilometer sets auth_url to the public keystone endpoint when it should point at the admin ( https://adam.younglogic.com/2016/06/auth_uri-vs-auth_url/ ). This leads to an inconsistent ceilometer.conf eg

[service_credentials]
auth_url = http://10.5.0.95:5000

[keystone_authtoken]
auth_url = http://10.5.0.95:35357
